Position Overview: The Assistant Vice President for Academic Affairs (AVPAA)/Director of the Office of Institutional Research, Planning & Effectiveness (OIRPE) serves as part of the Academic Affairs Office team dedicated to supporting the mission of Fort Valley State University (FVSU), which is to advance the cause of education with emphasis upon fulfilling commitments that our community members have undertaken collectively. The successful candidate must be an exceptionally qualified, bright, energetic and innovative individual with substantial experience in areas typically found in institutional research functions in an academic setting. The AVPAA/Director of the OIRPE reports directly to the Provost and Vice President of Academic Affairs and will play a key role in creating an institutional culture that encourages and supports optimal effectiveness through data-driven decision-making.

Primary Responsibilities

  • Coordinate institutional effectiveness efforts for academic and non-academic units
  • Ensure compliance of academic and non-academic units with SACS standards along with standards and requirements of specialized accrediting agencies with regard to institutional effectiveness
  • Coordinate surveys, reports and other documents requiring data from the institution’s common dataset
  • Develop and maintain institutional data and disseminate it via the institutional fact book
  • Coordinate the institutional instruments used to collect, analyze and report data to enhance institutional effectiveness

Qualifications & Experience

  • A doctorate from a regionally accredited institution of higher education
  • Five or more years of progressive leadership and management experience in administrative capacities in academic affairs and/or institutional research, planning and effectiveness
  • Knowledge of and experience with the reaffirmation of accreditation process through SACS
  • Experience in a broad array of academic affairs functional areas that demonstrates appropriate preparedness for the position
  • Deep written and organizational skills
  • Strong technical skills that include experience working with databases and software utilized to perform data analysis

Nature of duties:  The Vice President for Institutional Effectiveness (VPIE) provides direction and oversight for institutional assessment, program assessment, student learning outcomes, institutional research, strategic planning initiatives, and continuous improvement. The VPIE serves as the college liaison to accreditation agencies. The VPIE oversees a comprehensive program of institutional research designed to support the mission of the college, to inform management decision-making, and to meet reporting requirements as mandated by state, federal, and other external agencies or as needed by stakeholders.

Major Duties:

  • Under minimal supervision, coordinates the development of program goals, objectives, policies and standards for quality at a technical college.
  • Coordinates and oversees the strategic planning process for the technical college. Analyzes and assesses the effectiveness of existing programs as well as program specific accreditations, certifications and licensures.
  • Responsible for designing and executing a plan for maintaining accreditation status for the college and academic programs.
  • Maintains the components of the Performance Accountability System (PAS) and Carl Perkins Grant.
  • Provides leadership to, and participates in, the development, implementation and evaluation of college wide continuous improvements initiatives.
  • Coordinates curriculum development at state and local level.
  • Coordinates articulation agreements.
  • Supervises research, grant activities, and other funding alternatives.
  • Represents the department at various internal and external meetings; represents the college at intercollegiate and inter-agency meetings dealing with institutional effectiveness matters.  Some travel is required.
  • Implements TCSG Policies and Procedures related to the college’s Institutional Effectiveness processes. Develops, implements, updates, and communicates to college employees College procedures related to the Institutional Effectiveness unit.
  • Manages and oversees financial/budget operation of the unit.
  • Maintains up-to-date procedures and state or federal laws that may impact department initiatives.
  • Directs and participates in the recruitment, selection, assignment of 5 assigned personnel, monitors the activities of personnel to ensure compliance with TCSG policy manual and department procedures; evaluates employees at scheduled intervals upon reviewing of all relevant information.

 

 

Minimum Qualifications:   A master’s degree *and* three years of related work experience.

Preferred Qualifications:

  • Doctorate Degree *AND* ten (10) years full-time, paid management experience in higher education;
  • Knowledge of the mission of postsecondary vocational/technical education;
  • Working knowledge and proven experience in program assessment;
  • Working knowledge of SACSCOC;
  • Proven experience in strategic planning and implementing college wide strategic planning strategies;
  • Working knowledge of college and/or program accreditation standards, policies and procedures;
  • Experience in curriculum development;

SUMMARY


The Research Data Manager works collaboratively to understand, develop, and support the institution’s reporting, data, and analytical needs. This person will have experience working with institutional data and institutional research including interpretation and presentation of data. Reporting to the Director of Office Institutional Research, Assessment, and Planning, the Research Data Manager will write queries, develop reports, and conduct analyses providing accurate, useful, and readily accessible data; develop and implement policies and best practices for strategic data planning, data analysis and modeling, and data element use. The candidate should be able to apply data sampling and weighting techniques, as well as be responsible for data quality and data integrity.


Essential Duties and Responsibilities
include but not limited to the following:
·        Serve as the department administrator update and maintain the department’s reporting/research data marts.

·        Design data mart additions and changes to support immediate and predicted departmental needs.

·        Responds to requests for surveys, data and information received from outside organizations, including federal, state, and accrediting agencies.

·        Provide analytical and technical support to departments, committees, faculty, staff, and administrators for institutional data and responding to requests for institutional data from external constituencies.
·        Integrate existing data marts with others on campus.
·        Maintain a research database system and an indexed archive of institutional information.
·        Serve as a technical point of contact to coordinate data mart efforts with other divisions.

·        Design, update, and maintain an on-line Fact Book supporting on-line query functions.

·        Update, and maintain the department’s web presence and on-line resources.

·        Produce scripts and programs to support data marts, ad hoc, and research requests.

·        Produce and publish in conjunction with office staff routine or specialized OIRAP reports.

·        Provide technical assistance to the college in research, data analysis, survey design, and data management.

Our ideal candidate profile will include:
Bachelor’s degree in Statistics, Computer Science, Educational Research, Social Sciences, Economics, Mathematics, or a closely related field with academic preparation in intermediate/advance statistics or mathematics with a minimum of five (5) years of experience in higher education required.  Masters preferred.  Knowledge of SAS or SPSS, Cognos and/or Tableau, Access, Excel, SQL query language, and Oracle databases required. Experience with Ellucian Higher Education Banner preferred.


Excellent oral and written communication skills, as well as strong interpersonal skills.  The ability to communicate effectively with diverse audiences is required.  Must have experience in data collection and analysis and have the ability to analyze complex concepts and solve complex problems efficiently; prepare short-term and long-term strategies for planning purposes; and demonstrate the use of technology in managing and/or delivering educational programs.


The Research Data Manager will use statistical procedures and principles; have knowledge of accepted methods of gathering and analyzing research data; be familiar with database concepts; perform basic statistical analysis using appropriate software and statistical methods(significant testing, regression analysis, ANOVA, etc.; and present data in various media (e.g. paper, electronic, web-based).


The ideal candidate for this position should be highly motivated, be able to work as a contributing team member; be an independent thinker; and possess excellent analytical and problem solving skills.   Incumbent must have demonstrated organizational and time management skills.  This position is responsible for producing an electronic, on-line Fact Book and executive decision-support system, as well as a repository of departmentally-authored reports and studies.  The Research Data Manager has the general responsibility for maintaining and updating the department’s web presence and on-line resources.  The Research Data Manager serves as an expert/liaison to MIT and the campus in a larger data warehouse project.


To perform this job successfully, an individual must have advanced skills using Microsoft Office Suite (Word, Excel, Access and PowerPoint).  Duties include preparation of spreadsheets, tables, pivot tables, and graphs.  This position requires knowledge of PL/SQL and supporting applications, such as PL/SQL Developer, Oracle Enterprise Manager, Crystal Enterprise, Oracle Warehouse Builder.  Web site programming experience with scripting languages and software packages such as PHP, XHTML, JavaScript, Cold Fusion also is required.

Program Review Coordinator

Office of the Senior Vice President for Academic Affairs and Provost

The University of Georgia invites applications for the position of Program Review Coordinator in the Office of the Senior Vice President for Academic Affairs and Provost.  This is a national search.  This position will report to the Senior Director for Accreditation who reports directly to the Vice Provost.  In addition, this person will work collaboratively with other offices and committees throughout the campus including the Office of Vice President for Instruction (OVPI) and the faculty Program Review and Assessment Committee (PRAC), among others.

About Program Review at the University of Georgia.  The University of Georgia (UGA) ensures institutional effectiveness through a comprehensive set of review and evaluation processes that lead to the continuous quality improvement (CQI) of the UGA’s academic programs and support units.   All UGA units that offer academic programs to students are reviewed on a seven-year cycle under the Academic Program Review Process.   Administrative and support units are reviewed under a related Support Unit Review process.  UGA’s review and evaluation policies and procedures are designed to meet expectations of the University System of Georgia (USG) and the Principles of Accreditation of the Southern Association of Colleges and Schools Commission on Colleges (SACSCOC).  Program reviews are comprehensive and forward-looking, guiding the future development of individual programs and the units that offer those programs. They incorporate and build on related, ongoing processes such as annual reporting, student learning outcomes assessment, strategic planning, and external accreditation review.  Central elements of the program review process include a thorough self-study by the unit under review; an evaluation by a team of faculty external to the unit, which leads to a report with recommendations that inform decision-making and the allocation of resources; and follow-up with administrators responsible for the unit.   Please note that the current policies and procedures are subject to updates and revisions.  Therefore, the overall responsibilities of the Program Review Coordinator may be revised over time to accommodate these changes.

About the Program Review Coordinator.  We seek a highly organized, collaborative individual who possesses experience with institutional effectiveness in a higher education environment.  Excellent oral, written, and technical presentation and communication skills are required. 

Minimum Qualifications 

Qualified candidates must have all the following qualifications:

  • A bachelor’s degree from an accredited university.
  • At least two years of experience working in higher education in a college/school, center or institute, or central administration in the general areas of assessment, evaluation, and/or review of academic or support unit programs.
  • A working knowledge of assessment of student learning outcomes, program review, and institutional effectiveness.
  • The ability to use standard qualitative and quantitative software (such as SAS, SPSS, or STATA) and the ability to design and implement surveys using standard survey software.
  • An understanding and appreciation of the expectations of SACSCOC and the University System of Georgia (USG) as they relate to program review and CQI.
  • Demonstrated ability with project management and the ability to organize and coordinate multiple, simultaneous projects at moderate to high levels of complexity to positive outcomes.
  • Demonstrated ability to collaborate effectively with faculty and administrators.
  • Demonstrated commitment to accuracy, details, and deadlines.
  • Excellent oral, written, and interpersonal communication skills. 

Preferred Qualifications 

The preferred candidate will have the following qualifications:

  • Master’s degree, especially in a field that stresses program evaluation or qualitative/quantitative research, and CQI.
  • Experience with a range of quantitative and qualitative methods used to assess learning outcomes and institutional effectiveness.
  • Experience working in a large, public R-1 university setting.
  • Experience or strong working knowledge of the expectations of SACSCOC and the University System of Georgia (USG) as they relate to program review and CQI.

Estimated Percentage of Time/Responsibilities

40%    Coordinate Academic Program Review at the University of Georgia.  Serve as the point person at UGA and manage and track the review process as defined in the UGA Program Review Policy and Guidelines from initial notification of units through follow-up reporting.   During the entire process, the Program Review Coordinator will serve as the liaison between the PRAC and the units under review.   The Program Review Coordinator will coordinate with the Office of Institutional Research to maintain and incorporate data sources as needed to support program reviews.

30%    Coordinate Academic and Administrative Support Unit Review at the University of Georgia.  Serve as the point person at UGA and manage and track the review process as defined in the UGA Academic and Support Unit Policy from initial notification of units through follow-up reporting.  During the entire process, the Program Review Coordinator will serve as the liaison between the Provost’s Office and the support unit under review.  The Program Review Coordinator will coordinate with the Office of Institutional Research to maintain and incorporate data sources as needed to carry out the review of the support unit.

20%    Support the ongoing work of PRAC, the Office of Accreditation, the OVPI, and the various UGA committees that support CQI and institutional effectiveness.

10%    Accept other responsibilities as necessary that are consistent with advancing CQI at UGA.
