Institutional Effectiveness Director

Responsibilities: Directs the design and execution of plans for maintaining accredited status for the college, as well  as program specific accreditations, certifications and licensures; prepares accreditation documentation files for review by accreditation agency staff; prepares and submits annual reports  as required; provides guidance to instruction administration concerning accreditation matters;  Provides accreditation training as required; Coordinates and oversees the strategic planning process for the college; advises college administration and other staff on progress, problems, solutions and desirable changes in relation to  strategic planning; schedules and conducts meetings to present, explain and discuss the strategic  plan with individuals and groups; provides input in college policies and procedures; compiles and  distributes annual reports; establishes time frames needed to complete projects according to  federal, state, external agency, and department deadlines; Advances the vision, mission, purpose and values of the college across multiple campuses;  communicates accurate information to department staff and outside entities; meets with outside  entities for the promotion of policies and procedures and the sharing of resources; serves on  appropriate college standing and ad hoc committees; reviews reports and other documentation to  monitor levels of activity and to identify staff problem areas and strengths; analyzes decisions made  by staff to ensure adherence to policies, regulations and department/college goals; Coordinates the development of program goals, objectives, policies and standards for quality  assurance; analyzes and assesses the effectiveness of existing programs; coordinates the  institutional research needed to evaluate the college’s effectiveness; prepares and updates  planning documents; reviews reports of independent project efforts to determine areas of  weakness; recommends corrective actions and sets deadline; provides interpretations and  guidance to college personnel to ensure compliance with state, regional and federal regulations;  collects, analyzes and organizes data for input into planning and evaluation activities; provides  evaluative services that ensure the ability to examine the effectiveness of academic programs and  services; coordinates the preparation of the Integrated Postsecondary Education Data System,  college boards, and various reports; Maintains the components of the Performance Accountability System; coordinates annual PAS  reports and documents; compiles accurate statistical information for PAS/PAR reports, including diploma  and certificate rates and percentages for placement and completion; prepares executive summary  or local board approval; Attends PAS/PAR conferences as requested; Manages and oversees financial/budget operation of the department;  Monitors the activities of personnel to ensure compliance with TCSG policy manual and department procedures;  Develops and/or assists with the development of policies and procedures and recommends changes to effectively meet the goals and requirements of the program; Evaluates employees at scheduled intervals upon reviewing of all relevant information;  Conducts regular evaluation of services provided and make adjustments as needed;  Maintains up-to-date policies, procedures, and state or federal laws that may impact department initiatives.

Competencies: Knowledge of college and program-specific accreditation standards  Knowledge of strategic planning practices and procedures; Knowledge of institutional effectiveness assessment strategies; Knowledge of policies and procedures related to the operation of postsecondary institutions and specifically, two year or technical colleges; Skill in the operation of computers and job related software programs; Decision making and problem solving skills; Skill in interpersonal relations and in dealing with the public; Skill in the supervision of personnel; Oral and written communication skills.

Minimum Qualifications: Bachelor’s degree from a regionally accredited college or university in education, business management or a closely related field *and* Three (3) years of work experience in postsecondary education

Preferred Qualifications: Master’s Degree from a regionally accredited college or university in education, business management or closely related field; Five (5) years of related work experience in an educational setting; Experience with SACSCOC and/or other accreditation process; Experience with preparation and maintenance of required documentation necessary for maintaining SACSCOC and/or other accreditation; Experience with faculty and staff development related to accreditation requirements.

This position will report to President of South Georgia Technical College.

Salary/Benefits:  Salary commensurate with education and work experience.  Full time position with State of Georgia benefits.

The University of North Georgia is currently accepting applications for a Associate Provost for Institutional Effectiveness. This position creates, develops, and implements vision for multi-campus, university-wide accreditation, assessment, and institutional research. This position also provides support and guidance for various aspects of institutional strategic planning.

Job Duties & Responsibilities:

The Associate Provost for Institutional Effectiveness will:

  • Provide leadership and support for accreditation activities.  Coordinates all SACSCOC reports (e.g., Compliance Certification, Focused Report, Response to Reaffirmation Committee, Monitoring Report, Quality Enhancement Plan, Substantive Change Prospectus, Annual Profiles of Enrollment and Finances, etc.) and visits.  Serves as SACSCOC Accreditation Liaison. Familiarizes university community with SACSCOC policies and procedures.
  • Provide leadership and oversight for comprehensive university-wide institutional effectiveness program, including assessment of student learning outcomes, administrative unit assessment, Comprehensive Program Review for all degree programs, and institutional performance indicators. Guides Institutional Effectiveness staff in determining appropriate assessment strategies for complex, multi-campus environment.
  • Provide leadership and oversight for integrated institutional research functions.  Conducts advanced data analysis and statistical modeling.  Guides Institutional Effectiveness staff in determining appropriate research and analytical methodologies for complex, multi-campus environment.  Assists university leadership in formulating issues, analyzing trends, and understanding outcomes that facilitate effective strategic planning, evaluation, and institutional policy development.  Works with various offices to ensure integrity of data in the university’s data systems.
  • Serve on a variety of university committees and councils (e.g., Executive Council. Provost Council, Academic Affairs Committee, Graduate Council, General Education Committee). Ensures that compliance with SACSCOC accreditation requirements is incorporated into institutional policies and the  planning and evaluation processes of the institution.
  • Represent the university at University System of Georgia (USG) meetings and by making presentations at  state, regional, and national professional meetings;  other duties as assigned.

Knowledge, Skills & Abilities:

  • Must have knowledge of issues and trends in higher education.
  • Advanced knowledge of institutional effectiveness methods in higher education, including qualitative and quantitative research methods.
  • Working knowledge of SACSCOC accreditation standards.
  • Excellent interpersonal, organizational, presentation, and written communication skills.
  • Proficiency in Microsoft Office and statistical software such as SAS or SPSS.
  • Ability to resolve complex, difficult, and ill-defined issues.
  • Ability to work cooperatively with others to accomplish institutional goals.
  • Ability to analyze and interpret data.
  • Ability to work under pressure and meet deadlines.

Minimum Requirements:

  • Doctorate is required.
  • Five years of experience in higher education, with experience in both university teaching and administration.
  • Extensive experience in accreditation, academic assessment and institutional research, including principles of research design and analysis.

GAIRPAQ Elections Call for Nominations and Proposed Amendments

GAIRPAQ members,

The immediate past president of GAIRPAQ is responsible for the annual elections process.  Our immediate past president, Donna Hutcheson, retired from Kennesaw State University in December 2016. As her predecessor, I am stepping in to perform this function.  We are seeking nominations for the following vacancies:

  • Vice President/ President Elect: This is essentially a 3-year commitment to the Board. In the first year, the primary responsibility is to chair the annual conference. In the second year, to serve as president of the association. In the third year, to serve as immediate past president and chair the annual election process.
  • Secretary:  This is currently a 2-year commitment to the Board. The term of the current secretary concludes this year.
  • Treasurer:  This is currently a 2-year commitment to the Board. We were unsuccessful in recruiting a candidate for the office last year. Our previous treasurer is now Vice President/President Elect. I am performing the function to get us through the annual conference, but it is not a role I am able to continue.
  • 3 Members at Large: This is currently a 1-year non-renewal commitment to the Board. All openings are vacant. If the proposed Constitution amendments are passed, current incumbents may be eligible for re-election.

If you are interested in any of these positions, please let me know.

Additionally, the following proposal is offered in the spirit of collegiality, democracy and modernization. I shared some of these thoughts at the annual meeting in 2016. According to our Constitution, the attached proposal should have been circulated 30 days in advance of our annual meeting. I was not able to achieve that deadline. So, if we are to act on this proposal, we will need to do 2 things at the annual meeting:

  1. Approve a motion to suspend Article IX, Sections 1 and 2 of the Constitution in this one instance.
  2. Debate and vote on the proposal, as currently presented or as modified by discussion of the membership.

Of course, if the first motion is voted down, then the second motion will not be presented, the terms of office will remain as currently codified, and perhaps the membership will choose to revisit the issue again in the future. The attached document, entitled GAIRPAQ Elections Bylaws Constitution Extracts, contains the relevant sections highlighted in yellow that I am proposing to change. The second document, entitled GAIRPAQ Election Change Proposal 041317, describes the amendments I am recommending. The proposed new language is in red. Additionally, I have offered my rationale for each proposal in blue.

If you have comments or suggestions about the proposal, you are welcome to email me ahead of the conference. If a motion to consider the proposal is approved at the annual meeting, you will also have an opportunity to oppose the proposal and/or suggest alternatives at that time.

Extended Deadline For GAIRPAQ Conference Proposals
